The Criminal Justice Act (CJA) Panel is a group of qualified attorneys, pre-selected by the court, who are eligible to be appointed to represent particular criminal defendants who cannot afford an attorney. The court makes the appointments on a rotating basis among the panel members. CJA Panel attorneys are compensated for their work by the government by sutmitting expense vouchers, which the court must approve. Only attorneys in good standing and admitted to the district court's bar may apply to be part of the Panel.
